Digital waste tracking is moving from preparation to use. The October 2026 rollout matters to businesses booking waste collections, but it does not put every office, shop or waste carrier into the same reporting phase.
What changed on 1 October 2026?
Defra announced the launch of mandatory reporting for permitted waste receiving sites in England on 1 October. The service records receipt of waste and is intended to make waste movements more traceable. Read Defra’s launch announcement.
The current phased timetable
The government implementation paper, updated 1 October 2026, sets out these dates:
- England and Wales: mandatory use by receiving site operators from October 2026.
- Northern Ireland and Scotland: receiving site operators from January 2027.
- Waste carriers, brokers and dealers: public testing is planned from spring 2027, with mandatory use planned from October 2027.
Waste exemptions are not included in phase one. Check the current official guidance for your role and nation; an earlier announcement may show a timetable that has since changed.
What should a business arranging a collection do?
Start with accurate, straightforward information: what the waste is, where it is and whether any special risks are known. An overall photograph can help a collector assess a mixed load. Your collector can help with any further details needed for the waste records.
Ask your provider which records you will receive and where to keep them. Digital reporting by a receiving site does not mean you should stop maintaining your own collection paperwork or assume that your existing responsibilities have disappeared.
Keep waste records and data destruction records distinct
